I. Background

REACH is a regulation promulgated by the European Union in 2007 concerning the safety of chemicals, the full name of which is "Registration, Evaluation, Authorization and Restriction of Chemicals". The regulation aims to monitor the safety of chemicals on the European market in order to protect human health and the environment, and REACH covers all aspects of the sale and use of chemicals in order to achieve comprehensive monitoring of chemicals.
REACH Restricted Substances are chemical substances listed as subject to special restrictions or prohibitions under the European REACH regulation. These substances are listed in REACH Appendix 17 Annex XVII, which details the restrictions on their manufacture, sale or use. The use of these restricted substances may be subject to a variety of restrictions including, but not limited to, specific use scenarios, limits on the maximum concentration permitted, the need for authorization, etc. The purpose is to ensure that the use of these substances is not restricted. The aim is to ensure that the use of these substances does not pose unacceptable risks to human health and the environment.

II. Policy

Traders need to be aware of and comply with the REACH regulations on restricted substances to ensure that their products are compliant in the European market and to protect human health and the environment.
TEMU reserves the right to take a series of measures against non-compliant products, including but not limited to actively responding to the requirements of the regulatory authorities, issuing risk alerts to buyers, removing the products from the shelves, and notifying buyers or other relevant parties to destroy/return the products.

III. Compliance guidelines

The Restricted Substances List of the REACH Regulation (REACH Annex XVII, Appendix 17) imposes restrictions on the substances listed therein, including restrictions or prohibitions on their manufacture, sale or use. Traders must comply with the REACH regulation to ensure that their products do not contain any of the substances listed in the Restricted Substances List or comply with the restrictions on their use.
Specific requirements:
1, the scope of applicable products: the application of REACH regulation is not only limited to industrial processes, but also extends to daily life, including but not limited to cleaning products, paints, clothing, furniture and electrical appliances.
2、Restricted Scope: The requirements of the Restricted Substances List apply to specific chemical substances specified in the List, whether as individual substances or contained in mixtures or articles.
3, Restricted Substances List: As of 2024.1.10, REACH Appendix 17 has been updated with 78 restricted substances, merchants need to pay attention to the substance update database in a timely manner, the specific list of products are shown in detail: the list of substances restricted by REACH.
4. Specified banned ingredients: According to REACH Annex 17, goods containing banned ingredients shall not be placed on the market, and merchants should ensure that the goods they sell do not contain any banned ingredients.
5. Clearly defined content limits: In REACH Annex 17, there are clear provisions on the maximum concentration of some of the restricted substances. Merchants must ensure that the specific chemical components in the goods they sell do not exceed the maximum concentration specified in REACH Appendix 17.
