Policy background of the new EU Energy Efficiency Labeling Regulation:
On March 11, 2019, the European Commission (EC) adopted a series of new regulations and styles for the EU Energy Efficiency Label.
European Union Energy Labelling Regulation (EU) 2017/1369
Regulation 2017/1369 (the EU Energy Labeling Regulation) establishes a framework of rules applicable to EU member states that require information related to energy efficiency, energy consumption, and other resource consumption to be provided in the labeling of goods. Products that require registration of energy efficiency labels include: light bulbs and lamps, heaters, refrigerators and freezers, washing machines and dryers, air conditioners and fans, electronic displays (including televisions), kitchen appliances, and tires.
Energy Efficiency Labeling Directive for Lighting Fixtures EU 2019/2015
In addition, in order to provide clearer and more understandable energy efficiency ratings for energy-related goods, including household appliances, the EU Energy Labeling Regulation introduced a simpler energy labeling system, with goods classified in the range of A (the most energy-efficient) to G (the least energy-efficient). The re-graded labels will be applicable from March 1, 2021 for four categories of goods: washing machines and washing and drying machines, dishwashers, electronic displays and refrigerators, and from September 1, 2021 the new labels will be activated for light sources (lamps and light bulbs).
Let's look at the timing of full implementation:
After the new regulation comes into effect, suppliers (manufacturers, importers or authorized representatives) are required to register with EPREL (European Product Database for Energy Labelling) and submit product information such as energy efficiency labels, technical data and certificates of conformity before entering the EU market.
Amazon reminds sellers via announcement that starting March 1, 2021, products sold are affected by the new energy efficiency labeling requirements and must be updated in a timely manner as required; if they do not comply with the regulations and have not uploaded the energy efficiency labels, they may be removed from their listings by Amazon.
What is the EU Energy Efficiency Label
The EU Energy Efficiency Label is an information label attached to an energy-consuming product or its smallest package, indicating the energy efficiency level of the product and other performance indicators, the purpose is to provide users and consumers with the necessary information for purchasing decisions, in order to guide and help consumers to choose energy-efficient products.
The new EU Energy Label is the key to improving the energy efficiency of everyday appliances such as lighting, heating, fridges, freezers, TVs and many more products.
As you can see from the label pattern, the label content mainly contains:
1. Trademark or supplier name;
2. Product model;
3. Energy efficiency rating;
4. Energy consumption in the working mode, e.g. kWh/100h for household appliances, kWh/1000h for lamps;
5. 2D code, users can directly link to the database after scanning;
6、Products comply with the energy efficiency level;
7. Statutory numbering.
Who needs to register for the Energy Efficiency Label?
According to the latest policy requirements, all manufacturers/importers/distributors/remote sellers placing "energy efficiency related products" on the EU market are required to register for the EU Energy Efficiency Label!
In other words.
The EU Energy Efficiency Label must be registered whenever you place "energy efficiency related products" on the EU market in the course of production or trade.
Registering for the EU Energy Efficiency Label is not only a compliance obligation, but also an advantage.
According to Special Eurobarometer 492, in 2019, 93% of consumers recognize the energy efficiency label and 79% consider it when purchasing a product. Appliances with energy efficiency labels are often preferred by consumers and are given priority when choosing them.
Which products need to be registered for the new EU Energy Efficiency Label?
The types of products that require energy efficiency labeling compliance are:
1. Refrigerators and freezers
2. Kitchen appliances (e.g. dishwasher, range hood, microwave oven, toaster, etc.)
3、Washing machine and washing machine-dryer
4. Electronic displays, including TVs and computers
5. Air conditioning and comfort fans, air heating and cooling products
6. Lighting (lamps, bulbs, etc.)

What are the changes in the new EU Energy Efficiency Label?
From March 1, 2021, the EU is phasing in a recalibrated energy label to allow for simpler categorization using only the letters from A to G, instead of the previous A+++ to D grades.
The main differences between the old and new labels are:
1. The ENERG logo is different from the previous one;
2. The position of supplier name and product model number is different from before;
3. Different classification of grades: the new label is A to G grade, previously it was A+++ to D grade;
4, added a two-dimensional code, by scanning the upper right corner of the two-dimensional code, consumers can access the name of EPREL's European Energy Label Product Registration Center for more detailed product information.
5. The new label can also display icons with information such as product capacity or size, noise level or water consumption, providing useful information to consumers at a glance.
Consequences of not registering the EU label
1. Unlawful shelving of EPR classified goods;
2、Products off the shelves and stop selling, and even closed the store;
3. The goods are detained by the Customs or even destroyed.
Examples of the latest energy labels for various products
1. Examples of EU energy labels for domestic refrigerators and freezers, which provide information about the product:
1) Energy Efficiency Rating
2) Energy consumption
3) Capacity
4) Availability of cold rooms
5) Noise emissions
2. Examples of EU energy labels for domestic dishwashers, which provide information about the product:
1) Energy Efficiency Rating
2) Energy consumption for 100 cycles
3) Duration of the ecological program
4) Water consumption for 1 cycle
5) Dishwasher Capacity
6) Noise emissions
3. Examples of EU energy labels for domestic washing machines and washer-dryers, which provide information about the product:
1) Energy Efficiency Rating
2) Energy consumption for 100 cycles
3) Water consumption for 1 cycle
4) Duration of 1 cycle
5) Noise emissions
4. The EU Electronic Display Regulation applies to all electronic displays, including TVs, computer monitors and digital signage displays.
The new scaling system has been improved and takes better account of screen area. The new label will also show the product's efficiency when displaying content in HDR, as it consumes twice as much energy as other settings. Additionally, the label will include information such as the diagonal size of the display and its resolution, making it easier for consumers to compare similar displays.
5. Lighting products include light sources such as light bulbs (halogen, compact fluorescent lamps, etc.) or LED modules/lights.
Lighting products also include control devices (e.g. ballasts, electronics, drivers), which are necessary to connect the light source to a power source.
The EU Energy Label for light sources provides information about the product:
1) Energy Efficiency Rating
2) Energy consumption
Registration Process for the New EU Energy Efficiency Label
1. Conduct energy efficiency tests in accordance with EU energy efficiency regulations and obtain product energy efficiency test reports;
2. Prepare product information sheet and technical documents;
3. Product registration in the EU EPREL database;
4、Generate energy-efficiency labels and product information sheets, and upload them to the sales platform.
Registration Requirements:
(1) Obtain a product energy efficiency test report;
(2) In the European Union EPREL create EU login account, it should be noted that non-European Union companies can not be directly registered in the official, need to designate an authorized representative of the European Economic Area, and the authorized representative needs to be through the electronic authentication, to be the agent of the product registration.
