If you sell goods with packaging or empty packages to the UK on Amazon.co.uk, you must comply with Extended Producer Responsibility (EPR) requirements. Beginning April 1, 2024, Amazon will withhold and pay on behalf of sellers who meet the requirements of the UK's EPR packaging law policy!

What types of packaging are subject to the UK Packaging Act?
Packaging is defined by the 2023 Data Reporting statute as any material used to cover or protect merchandise sold to consumers. It makes handling and distribution of goods easier and safer. It also includes any item designed to be filled at the point of sale, such as a coffee cup.

My company is not registered in the UK. What do I need to do?
If you sell packaged goods or empty packages on Amazon.co.uk but your company is not registered in the UK, Amazon will automatically register you for the Payment in Lieu service from 2023. By registering for the Payment In Lieu Service, Amazon will report your sales data and pay any applicable ecological fees to the corresponding organizations and Producer Responsibility Organizations (PROs) selected by Amazon.
From April 1, 2024, for all packaged goods and empty packages that you sell to the UK through Amazon.co.uk, Amazon has the right to charge you the ecological fee it pays for the relevant sale.

And do I need to submit my EPR registration number to prove that I meet Amazon's requirements?
No. Amazon does not require you to voluntarily submit your Extended Producer Responsibility registration number as proof of compliance. However, we may ask you, on a case-by-case basis, to provide evidence that you have met any applicable extended producer responsibility obligations.

My company is registered in the UK and is a producer. What do I need to do?
What you must do depends on whether you are considered a "small" or "large" producer. It depends on your annual turnover and the amount of packaging you supply or import each year.

My company is registered in the UK and is a small producer. What do I need to do?
Small producers are required to comply with the 2023 data reporting regulations. Some of the obligations to be met include:
Starting from January 2024, register the EPR number with the corresponding organization.
Collect and store data relating to empty and packaged goods that you supply or import into the UK from January 1, 2023 (or from March 1, 2023)
If you miss the deadline, you may have to pay a penalty. You may also need to report country/region data.
As a producer, from October 2025, you will be required to pay an ecological fee. The amount of the ecological fee has not yet been determined and will be enacted in a separate bill.

My company is registered in the UK and is a large producer. What do I need to do?
Large producers need to comply with data reporting regulations. Some of the obligations to be met include:
Register your EPR number with the appropriate organization.
Collect and store data relating to empty and packaged goods that you supply or import into the UK from January 1, 2023 (or from March 1, 2023)
Report data on empty and packaged goods that you supply or import. The deadline for reporting depends on the country where your business is located.
You must report data every 6 months.
If you miss the deadline, you may have to pay a penalty. You may also need to report country/region data.
As a producer, from October 2025, you will be required to pay an ecological fee. The amount of the ecological fee has not yet been determined and will be enacted in a separate bill.

My company is registered in the UK and I am a producer. How does a seller complete compliance?
Sellers of UK companies can use an external compliance service provider to help you fulfill your UK extended producer responsibility registration and reporting obligations.

How do I cancel my subscription?
If your business is not registered in the UK and you do not wish to use the Payment by Delivery service, you must stop selling packaged goods on Amazon.co.uk. Until you remove the item(s), Amazon will continue to report all packaged goods that you sell to the UK through Amazon.co.uk, pay the relevant fees on your behalf and collect these fees (if any) from you.
