According to an e-mail message sent by Refashion, the French environmental agency for the textile industry.
For the sale of textiles in France, Refashion confirms that all TLC salespeople must report their sales to the authorities' eco-organizations and that there is no longer a minimum quantity of 5,000 pieces for the number of pieces sold.
This means that all sellers of textiles need to register their own textile EPR number.
However, if a service provider applies for a registered textile EPR on your behalf, the following two conditions must be met:
1. Entering the French market no later than 2021;
2. agreed to backdate the textile recycling charges for the previous three years.
A description of the three-year backdating period required for textiles is shown below:
Registered French Textiles Fee
1. All new sellers of registered French textiles will be charged an administrative fee of €30 for the first year of registration with the Textile Recycling Agency;
2. The minimum amount to be declared in the market for 2021 is €120.
Note: Sellers who fail to comply with the terms of the declaration will have their UIN number canceled, as well as sellers who fail to display their UIN number may face an administrative fine of 30,000 euros.
In accordance with the new regulatory requirements, the classification labels with the Triman logo message were validated on February 1, 2022 by Refashion, the French environmental agency for the textile industry.
The French Textile Recycling Label constitutes the embodiment of the Triman logo and details how it is classified.
Seeing this, sellers of French textiles are reminded to display the label on the product itself or on the package insert.
The French textile law will enter into force on the same date as the French packaging law, January 1, 2022, with a one-year transition period, but for products manufactured or imported before February 1, 2023, there will be an additional eight-month transition period until August 1, 2023, which is the same as the French packaging law.
Components of Textile Labeling

As far as the French EPR textile policy is concerned, sellers are advised to register the EPR number of the category as soon as possible in order to have a clearer idea of the recycling fees to be paid and to fulfill the compliance requirements of the French government and cross-border e-commerce platforms.
Another point is that while the platform requires sellers to comply with their products, the platform itself also needs to make adjustments according to the policy.
In this way, the platform's withholding and collection fees will certainly not be less than those of the French Textile Environmental Protection Agency, which is why the Green Circle suggests sellers to register for the EPR and complete the declaration as soon as possible.
Note: The deadline for reporting textile market sales in 2021 is March 15, 2022, which is for reference only and is subject to the information to be announced by the French textile industry's environmental protection agency.
