For the import mode, cross-border brand owners usually need to use Customs Administrator (ACP) or Importer of Record (IOR) to import FBA shipments. Please note that any imported shipment using FBA logistics mode cannot choose Amazon and its operation centers as the ACP or IOR. If you want to deduct import excise tax in the declaration section, you have to use the ACP mode of importation and use your own legal entity number to pay the import excise tax.
