U.S. cross-border e-commerce must know! What is IOR and BOND? If you don't know these two, your goods will never pass through customs!
You would never guess that many new cross-border sellers have their goods detained by the US Customs because they don't understand IOR and BOND! In the cross-border e-commerce business chain, cross-border logistics is an absolutely non-negligible link. Cross-border logistics refers to the process of transporting goods from one country to another by sea, land or air, and completing international commodity transactions through local distribution.[3]
If you want to import goods to the U.S., there are two key terms you must master: IOR (Importer of Record) and BOND, but what are they exactly? The biggest problem is that many Taiwanese cross-border e-commerce sellers are not familiar enough with these concepts.
Simply put, the IOR is the importer's "ID card", responsible for the record and compliance of the imported goods, while the BOND is a "bond", ensuring that you comply with the regulations and pay the necessary fees. These two are the foundation of U.S. customs clearance, without which your goods will not pass through customs!
What is an IOR? An IOR is an "Importer", which is the import identification information that the U.S. Customs requires from the importer or his agent, and is used to tell the Customs Department: Who is responsible for this shipment? Who pays the duty? Who will make sure the shipment meets the requirements? If there are any problems with the shipment, Customs will call the IOR.
BOND, you can understand as "security deposit", it is the U.S. Customs regulations importers must purchase, the purpose is to protect the government will not be importers did not pay taxes or goods were abandoned and have no way to seek compensation. For example, if your goods have incurred customs duties and storage fees during customs clearance, but you have not paid them, the Customs can deduct money directly from the BOND to compensate.
What will happen without IOR and BOND? Without IOR, the Customs does not know who is responsible for the goods, and the goods cannot be cleared for import; without BOND, there is no protection, and the Customs cannot process your import application. Even if the ISF declaration is complete, the Customs will not accept it and may even fine you.
