Starting from mid-September, Amazon platform for sellers who can not country UIN number will be mandatory implementation of withholding payment. According to Amazon's official platform information, in addition to the recycling fee for each product, sellers will have to pay for the platform's services, i.e., the environmental fee and the service fee. Sellers who have not registered for the French EPR are advised to do so as soon as possible!

Which sellers in France are subject to EPR withholding by Amazon?
Sellers who sell products on Amazon France that are EPR Extended Producer Responsibility (EPR) products and do not provide the platform with a valid and unique UIN identification number.
Each French EPR category requires a designated Producer Responsibility Organization (PRO) for recycling, and RO reporting and payment cycles vary by category, including quarterly, semi-annually and annually.

How are Amazon withholding EPR fees charged?
Environmental Fee: The environmental fee incurred will be paid to the PRO.
For the environmental fees incurred in 2022, Amazon will start deducting fees from sellers from mid-September this year.
For the environmental fees already incurred in Q1-Q3 of 2023, deductions will be made to sellers in mid-December this year
The exact time of deduction is based on the official email.

Based on Amazon's sales volume estimates for a given product category, the environmental fees for most sellers on the French site are shown in the table below:

The amounts in the above table are guiding estimates and are for reference only. Final rates are subject to actual sales volume and other conditions. Meanwhile, if your product involves multiple categories, for example, electronic and electrical equipment with paper instruction manuals on the product packaging, the three categories of "Electrical and Electronic Equipment (EEE)", "Printing Paper", "Packaging" and "Packaging" will be paid on your behalf. Service Fee: The service fee incurred in this process will be paid to Amazon.
1 year of EPR escrow service in France = €24.99 x number of EPR classifications using escrow service + total escrow environmental fee x 3%.

Where can I check the amount of my environmental fee?
You can view the amount of your Eco-Fee through the Eco-Fee Report in the Amazon Seller Back Office. Amazon will send you an email at least 5 days prior to the collection of the Eco-Fee with a link to the report page and details of the amount of the Eco-Fee that Amazon has paid on your behalf for each category and reporting period. In addition, you will receive a tax invoice with a breakdown of the fees, including the Eco-Fee, service fees and applicable taxes.

Can I suspend the French EPR service?
Yes, but only if you have already completed compliance by uploading the appropriate UIN number on your own in the EPR Compliance Portal on the Amazon Seller Platform. Therefore, if you need to discontinue the service, please ensure that a valid UIN number has been submitted and verified in the Extended Producer Responsibility Compliance Information Portal before the end of the quarter.
For example, if you do not wish to enroll in the Amazon France EPR Payment on Behalf Service for sales transactions in the third quarter of 2023, you must submit your valid UIN number and pass verification before the end of the quarter.
