This Fact Sheet refers specifically to seated strollers and recumbent strollers. Seat pushchairs (also known as strollers) and recumbent pushchairs are designed to carry children weighing up to 15 kg, and also include a standing board for children weighing up to 20 kg.
Note that this Fact Sheet does not cover toy strollers, wheeled infant carriers, motorized seated and recumbent strollers, and strollers designed for children with special needs.

Common Risks of Child Pushchairs
This list is only an example of common risks. Manufacturers are required to conduct a thorough evaluation of their products, covering all potential risks and the corresponding mitigation measures. Mechanical/Physical Risk:

  • Insufficient strength, poor durability, or structural problems may lead to falls.
  • Small parts may pose a choking risk to children under 36 months of age.
  • Excessively long ropes may result in strangulation.
  • Sharp edges and tips may cause cuts, abrasions and other injuries.
  • The gap may cause a child to be pinched.

Chemical Risks: Hazardous chemicals that exceed limits may cause short and long term adverse health effects.

Flammability Risk: Flammable materials are prone to fire.

Hygiene Risks: Microbial or other contamination of the product material may cause inflammation and infection.

    According to the EU General Product Safety Directive (GPSD), all products must be safe for consumers, and pushchairs are no exception. A product is considered safe if it meets the statutory safety requirements at the European or Member State level.
    "Safe Product" means a product which, under normal or foreseeable conditions of use, presents no risk or only the minimum risk compatible with the use to which the product is put and which meets the requirements of a high standard of protection for the safety and health of persons.
    When evaluating the safety of a product, special consideration should be given to the following aspects:

    Product characteristics, including its composition, packaging and instructions.
    If the product is to be used in conjunction with other products, the effect on the other products should be considered.
    The appearance of the product, labeling, instructions for use and disposal warnings, and any other descriptions or information relating to the product.
    Consumer groups that may be at risk when using the product, especially children and the elderly.
