
I. Background
The European Union's Consumer Product Safety Commission has warned that plastic packaging (plastic film) for children's toys can cover children's mouths and noses and cause choking when the film thickness is not up to standard. Recalls of children's toys due to substandard plastic packaging have been more frequent. When a product is recalled, the merchant may be held liable, including, but not limited to, the full cost of the recall, the cost of consumer lawsuits, and civil, administrative, and even criminal liability for the sale of unsafe, non-compliant merchandise.

What should businessmen do?
In order to ensure the legal sale of products in the market and protect the safety of children, you need to ensure that the product packaging complies with all applicable (including but not limited to the place of sale of goods, the place of shipment, the place of receipt of goods, etc.) children's toys plastic packaging related laws and regulations, standards requirements and children's toys warning information requirements, and the products need to be in compliance with the corresponding laws and regulations, such as: proof of compliance.
