\u6b50\u76df(EU)\u4e00\u76f4\u4ee5\u4f86\u81f4\u529b\u65bc\u63a8\u52d5\u53ef\u6301\u7e8c\u767c\u5c55\uff0c\u70ba\u4e86\u5be6\u73fe\u9019\u4e00\u76ee\u6a19\uff0c\u6b50\u76df\u4e0d\u65b7\u63a2\u7d22\u5404\u7a2e\u53ef\u80fd\u7684\u9014\u5f91\u3002\u5ef6\u4f38\u751f\u7522\u8005\u8cac\u4efb(Extended Producer Responsibility, EPR)\u88ab\u8996\u70ba\u5176\u4e2d\u4e00\u500b\u91cd\u8981\u7684\u7b56\u7565\uff0c\u4ee5\u63a8\u9032\u74b0\u5883\u4fdd\u8b77\u548c\u8cc7\u6e90\u5faa\u74b0\u5229\u7528\u3002\u900f\u904eEPR\uff0c\u6b50\u76df\u5e0c\u671b\u80fd\u5920\u52a0\u5f37\u88fd\u9020\u5546\u5728\u7522\u54c1\u751f\u547d\u9031\u671f\u4e2d\u7684\u8cac\u4efb\uff0c\u5f9e\u800c\u5be6\u73fe\u53ef\u6301\u7e8c\u767c\u5c55\u76ee\u6a19\u3002<\/p>\n

EPR\u662f\u4e00\u7a2e\u653f\u7b56\u6846\u67b6\uff0c\u8981\u6c42\u88fd\u9020\u5546\u5728\u7522\u54c1\u7684\u8a2d\u8a08\u3001\u751f\u7522\u548c\u5f8c\u7e8c\u8655\u7406\u968e\u6bb5\u627f\u64d4\u66f4\u591a\u7684\u8cac\u4efb\u3002\u9019\u610f\u5473\u8457\u88fd\u9020\u5546\u4e0d\u50c5\u9700\u8981\u78ba\u4fdd\u7522\u54c1\u7684\u5b89\u5168\u6027\u548c\u54c1\u8cea\uff0c\u9084\u9700\u8981\u8ca0\u8cac\u7522\u54c1\u7684\u56de\u6536\u548c\u518d\u5229\u7528\u3002\u901a\u904eEPR\uff0c\u6b50\u76df\u5e0c\u671b\u80fd\u5920\u9f13\u52f5\u88fd\u9020\u5546\u751f\u7522\u66f4\u6301\u4e45\u3001\u6613\u65bc\u56de\u6536\u548c\u518d\u5229\u7528\u7684\u7522\u54c1\uff0c\u5f9e\u800c\u964d\u4f4e\u8cc7\u6e90\u6d88\u8017\u548c\u74b0\u5883\u5f71\u97ff\u3002<\/p>\n

\u5728\u6b50\u76df\u7684EPR\u6846\u67b6\u4e0b\uff0c\u88fd\u9020\u5546\u9700\u8981\u652f\u4ed8\u76f8\u61c9\u7684\u8cbb\u7528\uff0c\u7528\u65bc\u8cc7\u52a9\u7522\u54c1\u7684\u56de\u6536\u548c\u8655\u7406\u3002\u9019\u4e9b\u8cbb\u7528\u5c07\u7528\u65bc\u5efa\u7acb\u56de\u6536\u7cfb\u7d71\u3001\u63d0\u9ad8\u56de\u6536\u7387\u3001\u63a8\u52d5\u8cc7\u6e90\u5faa\u74b0\u5229\u7528\u7b49\u65b9\u9762\u3002\u540c\u6642\uff0cEPR\u9084\u5c07\u4fc3\u4f7f\u88fd\u9020\u5546\u52a0\u5f37\u7522\u54c1\u8a2d\u8a08\uff0c\u6e1b\u5c11\u4f7f\u7528\u6709\u5bb3\u7269\u8cea\uff0c\u63d0\u9ad8\u7522\u54c1\u7684\u518d\u5229\u7528\u7387\u548c\u56de\u6536\u7387\u3002<\/p>\n

EPR\u7684\u5be6\u65bd\u5c07\u5c0d\u88fd\u9020\u5546\u3001\u6d88\u8cbb\u8005\u548c\u74b0\u5883\u90fd\u7522\u751f\u7a4d\u6975\u7684\u5f71\u97ff\u3002\u9996\u5148\uff0cEPR\u5c07\u9f13\u52f5\u88fd\u9020\u5546\u751f\u7522\u74b0\u4fdd\u578b\u7522\u54c1\uff0c\u5f9e\u800c\u964d\u4f4e\u5c0d\u81ea\u7136\u8cc7\u6e90\u7684\u4f9d\u8cf4\uff0c\u6e1b\u5c11\u5ee2\u68c4\u7269\u7684\u7522\u751f\uff0c\u6e1b\u8f15\u5c0d\u74b0\u5883\u7684\u58d3\u529b\u3002\u5176\u6b21\uff0cEPR\u4e5f\u5c07\u9f13\u52f5\u6d88\u8cbb\u8005\u9078\u64c7\u74b0\u4fdd\u578b\u7522\u54c1\uff0c\u901a\u904e\u6d88\u8cbb\u884c\u4e3a\u4f86\u652f\u6301\u74b0\u5883\u4fdd\u8b77\u548c\u8cc7\u6e90\u5faa\u74b0\u5229\u7528\u3002\u6700\u91cd\u8981\u7684\u662f\uff0cEPR\u5c07\u6709\u52a9\u65bc\u5efa\u7acb\u66f4\u52a0\u5065\u5eb7\u548c\u53ef\u6301\u7e8c\u7684\u7d93\u6fdf\u6a21\u5f0f\uff0c\u63a8\u52d5\u7da0\u8272\u767c\u5c55\u548c\u793e\u6703\u9032\u6b65\u3002<\/p>\n

\u503c\u5f97\u6ce8\u610f\u7684\u662f\uff0cEPR\u4e26\u975e\u4e00\u8e74\u800c\u5c31\u7684\u653f\u7b56\uff0c\u5176\u5be6\u65bd\u9700\u8981\u6642\u9593\u548c\u52aa\u529b\u3002\u88fd\u9020\u5546\u9700\u8981\u9032\u884c\u6280\u8853\u6539\u9032\u548c\u8a2d\u5099\u66f4\u65b0\uff0c\u4ee5\u6eff\u8db3EPR\u7684\u8981\u6c42\uff1b\u653f\u5e9c\u9700\u8981\u52a0\u5f37\u76e3\u7ba1\u548c\u57f7\u6cd5\uff0c\u78ba\u4fddEPR\u653f\u7b56\u7684\u6709\u6548\u5be6\u65bd\uff1b\u6d88\u8cbb\u8005\u4e5f\u9700\u8981\u63d0\u9ad8\u74b0\u4fdd\u610f\u8b58\uff0c\u652f\u6301\u74b0\u4fdd\u7522\u54c1\u548c\u74b0\u4fdd\u884c\u70ba\u3002<\/p>\n
