\u6b50\u76df(EU)\u6b63\u5728\u7a4d\u6975\u63a8\u9032\u64f4\u5c55\u751f\u7522\u8005\u8cac\u4efb(Extended Producer Responsibility, EPR)\u8a08\u5283\uff0c\u4ee5\u5be6\u73fe\u66f4\u6709\u6548\u7684\u5ee2\u68c4\u7269\u7ba1\u7406\u548c\u8cc7\u6e90\u56de\u6536\u3002EPR\u662f\u4e00\u7a2e\u653f\u7b56\u6846\u67b6\uff0c\u8981\u6c42\u88fd\u9020\u5546\u5728\u7522\u54c1\u751f\u547d\u9031\u671f\u7684\u6bcf\u500b\u968e\u6bb5\u8ca0\u8cac\u8655\u7406\u5176\u7522\u751f\u7684\u5ee2\u68c4\u7269\uff0c\u5f9e\u800c\u9f13\u52f5\u4ed6\u5011\u8a2d\u8a08\u66f4\u74b0\u4fdd\u548c\u53ef\u56de\u6536\u7684\u7522\u54c1\u3002\u9019\u9805\u8209\u63aa\u65e8\u5728\u6e1b\u5c11\u5c0d\u74b0\u5883\u7684\u8ca0\u9762\u5f71\u97ff\uff0c\u4fc3\u9032\u5faa\u74b0\u7d93\u6fdf\u7684\u767c\u5c55\u3002<\/p>\n

\u6b50\u76dfEPR\u8a08\u5283\u7684\u5be6\u65bd\u5c07\u5c0d\u5404\u500b\u884c\u696d\u548c\u4f01\u696d\u7522\u751f\u6df1\u9060\u5f71\u97ff\u3002\u9996\u5148\uff0c\u88fd\u9020\u5546\u9700\u8981\u91cd\u65b0\u8a55\u4f30\u4ed6\u5011\u7522\u54c1\u7684\u8a2d\u8a08\u548c\u5305\u88dd\uff0c\u4ee5\u78ba\u4fdd\u7b26\u5408\u74b0\u4fdd\u6a19\u6e96\u4e26\u4e14\u65b9\u4fbf\u56de\u6536\u5229\u7528\u3002\u9019\u53ef\u80fd\u610f\u5473\u8457\u6295\u5165\u66f4\u591a\u7684\u7814\u767c\u8cc7\u6e90\uff0c\u4f46\u4e5f\u6703\u6fc0\u52f5\u5275\u65b0\u6280\u8853\u7684\u61c9\u7528\uff0c\u63a8\u52d5\u7522\u54c1\u7684\u7da0\u8272\u5316\u548c\u53ef\u6301\u7e8c\u6027\u3002\u540c\u6642\uff0cEPR\u9084\u5c07\u978f\u56fa\u516c\u53f8\u5167\u90e8\u7684\u74b0\u5883\u7ba1\u7406\u7cfb\u7d71\uff0c\u4fc3\u4f7f\u4f01\u696d\u5f9e\u6e90\u982d\u4e0a\u6e1b\u5c11\u5ee2\u68c4\u7269\u7684\u7522\u751f\uff0c\u52a0\u5f37\u5167\u90e8\u8cc7\u6e90\u7684\u518d\u5229\u7528\u3002<\/p>\n

\u53e6\u4e00\u65b9\u9762\uff0c\u6d88\u8cbb\u8005\u5c07\u6210\u70baEPR\u8a08\u5283\u7684\u76f4\u63a5\u53d7\u76ca\u8005\u3002\u901a\u904e\u66f4\u597d\u7684\u5ee2\u68c4\u7269\u5206\u985e\u548c\u56de\u6536\u5236\u5ea6\uff0c\u4ed6\u5011\u5c07\u6709\u66f4\u591a\u6a5f\u6703\u53c3\u8207\u74b0\u4fdd\u884c\u52d5\uff0c\u4e26\u7372\u5f97\u4f86\u81ea\u5ee2\u68c4\u7269\u8655\u7406\u7684\u7d93\u6fdf\u6548\u76ca\u3002\u5728\u9019\u500b\u904e\u7a0b\u4e2d\uff0c\u516c\u773e\u5c0d\u74b0\u5883\u4fdd\u8b77\u7684\u8a8d\u8b58\u4e5f\u5c07\u4e0d\u65b7\u63d0\u9ad8\uff0c\u4fc3\u4f7f\u66f4\u591a\u4eba\u6539\u8b8a\u6d88\u8cbb\u7fd2\u6163\uff0c\u9078\u64c7\u652f\u6301\u7da0\u8272\u7522\u54c1\u548c\u670d\u52d9\u3002<\/p>\n

\u9664\u4e86\u5c0d\u4f01\u696d\u548c\u6d88\u8cbb\u8005\u7684\u5f71\u97ff\uff0c\u6b50\u76dfEPR\u8a08\u5283\u9084\u5c07\u5e36\u52d5\u76f8\u95dc\u7522\u696d\u7684\u767c\u5c55\u3002\u5ee2\u68c4\u7269\u8655\u7406\u548c\u56de\u6536\u7522\u696d\u5c07\u8fce\u4f86\u66f4\u591a\u5546\u6a5f\uff0c\u4fc3\u9032\u6280\u8853\u5275\u65b0\u548c\u5c31\u696d\u589e\u9577\u3002\u540c\u6642\uff0c\u74b0\u4fdd\u6280\u8853\u548c\u8a2d\u5099\u7684\u9700\u6c42\u4e5f\u5c07\u5927\u5e45\u589e\u52a0\uff0c\u5e36\u52d5\u76f8\u95dc\u7522\u696d\u93c8\u7684\u6301\u7e8c\u64f4\u5f35\u3002<\/p>\n

\u7136\u800c\uff0c\u5be6\u65bdEPR\u8a08\u5283\u4e26\u975e\u4e00\u5e06\u98a8\u9806\u3002\u5728\u63a8\u52d5\u904e\u7a0b\u4e2d\uff0c\u653f\u5e9c\u9700\u8981\u5efa\u7acb\u66f4\u5b8c\u5584\u7684\u76e3\u7ba1\u6a5f\u5236\u548c\u57f7\u6cd5\u63aa\u65bd\uff0c\u78ba\u4fdd\u5404\u65b9\u9075\u5b88\u76f8\u61c9\u7684\u898f\u5b9a\u4e26\u5c65\u884c\u8cac\u4efb\u3002\u540c\u6642\uff0c\u9084\u9700\u8981\u52a0\u5f37\u516c\u773e\u6559\u80b2\uff0c\u63d0\u9ad8\u5c0dEPR\u653f\u7b56\u7684\u7406\u89e3\u548c\u8a8d\u540c\uff0c\u5f9e\u800c\u5f62\u6210\u5ee3\u6cdb\u7684\u793e\u6703\u5171\u8b58\u548c\u652f\u6301\u3002<\/p>\n
