\u6b50\u76df(EU)\u4e00\u76f4\u4ee5\u4f86\u81f4\u529b\u65bc\u63a8\u52d5\u74b0\u5883\u4fdd\u8b77\u548c\u53ef\u6301\u7e8c\u767c\u5c55\u3002\u6700\u8fd1\uff0c\u6b50\u76df\u63d0\u51fa\u4e86\u4e00\u9805\u540d\u70ba”\u64f4\u5c55\u751f\u7522\u8005\u8cac\u4efb(Extended Producer Responsibility, EPR)”\u7684\u653f\u7b56\uff0c\u65e8\u5728\u9032\u4e00\u6b65\u63a8\u52d5\u53ef\u6301\u7e8c\u767c\u5c55\u548c\u5faa\u74b0\u7d93\u6fdf\u3002\u9019\u9805\u653f\u7b56\u5c07\u5c0d\u6b50\u76df\u6210\u54e1\u570b\u5167\u7684\u4f01\u696d\u548c\u751f\u7522\u8005\u7522\u751f\u6df1\u9060\u5f71\u97ff\uff0c\u4e26\u6709\u671b\u70ba\u672a\u4f86\u7684\u53ef\u6301\u7e8c\u767c\u5c55\u52a9\u4e00\u81c2\u4e4b\u529b\u3002<\/p>\n

EPR\u653f\u7b56\u7684\u6838\u5fc3\u7406\u5ff5\u662f\uff0c\u751f\u7522\u8005\u5728\u7522\u54c1\u7684\u6574\u500b\u751f\u547d\u5468\u671f\u8ca0\u8d77\u66f4\u591a\u7684\u8cac\u4efb\uff0c\u5305\u62ec\u8a2d\u8a08\u3001\u751f\u7522\u3001\u4f7f\u7528\u548c\u56de\u6536\u3002\u9019\u610f\u5473\u8457\u751f\u7522\u8005\u9700\u8981\u66f4\u52a0\u95dc\u6ce8\u7522\u54c1\u7684\u53ef\u6301\u7e8c\u6027\u548c\u5faa\u74b0\u5229\u7528\u6027\uff0c\u540c\u6642\u627f\u64d4\u8d77\u76f8\u61c9\u7684\u74b0\u5883\u8cac\u4efb\u3002\u900f\u904eEPR\u653f\u7b56\uff0c\u6b50\u76df\u5e0c\u671b\u9f13\u52f5\u4f01\u696d\u63a1\u53d6\u66f4\u74b0\u4fdd\u7684\u751f\u7522\u65b9\u5f0f\uff0c\u964d\u4f4e\u8cc7\u6e90\u6d88\u8017\uff0c\u6e1b\u5c11\u5ee2\u68c4\u7269\u7522\u751f\uff0c\u5f9e\u800c\u5be6\u73fe\u66f4\u53ef\u6301\u7e8c\u7684\u672a\u4f86\u3002<\/p>\n

EPR\u653f\u7b56\u6d89\u53ca\u7684\u7bc4\u7587\u975e\u5e38\u5ee3\u6cdb\uff0c\u6db5\u84cb\u4e86\u591a\u500b\u7522\u696d\u9818\u57df\uff0c\u5982\u96fb\u5b50\u7522\u54c1\u3001\u5851\u6599\u5236\u54c1\u3001\u5305\u88dd\u6750\u6599\u7b49\u3002\u901a\u904eEPR\u653f\u7b56\u7684\u5be6\u65bd\uff0c\u6b50\u76df\u5c07\u4fc3\u4f7f\u4f01\u696d\u66f4\u52a0\u95dc\u6ce8\u7522\u54c1\u7684\u518d\u5229\u7528\u548c\u56de\u6536\uff0c\u5728\u7522\u54c1\u8a2d\u8a08\u968e\u6bb5\u5c31\u8003\u616e\u5230\u8cc7\u6e90\u7684\u6709\u6548\u5229\u7528\uff0c\u5f9e\u800c\u6e1b\u5c11\u5c0d\u74b0\u5883\u7684\u885d\u64ca\u3002\u9019\u4e0d\u50c5\u6709\u52a9\u65bc\u6e1b\u5c11\u56fa\u9ad4\u5ee2\u68c4\u7269\u7684\u7522\u751f\uff0c\u9084\u80fd\u5920\u4fc3\u9032\u5faa\u74b0\u7d93\u6fdf\u7684\u767c\u5c55\uff0c\u70ba\u8cc7\u6e90\u7684\u6709\u6548\u5229\u7528\u548c\u518d\u751f\u5229\u7528\u6253\u4e0b\u826f\u597d\u57fa\u790e\u3002<\/p>\n

\u9664\u4e86\u5c0d\u4f01\u696d\u548c\u751f\u7522\u8005\u7684\u5f71\u97ff\u5916\uff0cEPR\u653f\u7b56\u9084\u5c07\u5c0d\u6d88\u8cbb\u8005\u548c\u6574\u500b\u793e\u6703\u7522\u751f\u7a4d\u6975\u5f71\u97ff\u3002\u901a\u904eEPR\u653f\u7b56\u7684\u5be6\u65bd\uff0c\u6d88\u8cbb\u8005\u5c07\u66f4\u5bb9\u6613\u63a5\u89f8\u5230\u53ef\u6301\u7e8c\u548c\u74b0\u4fdd\u7684\u7522\u54c1\uff0c\u5f9e\u800c\u5f62\u6210\u7da0\u8272\u6d88\u8cbb\u7684\u7fd2\u6163\u3002\u540c\u6642\uff0c\u793e\u6703\u5c07\u66f4\u52a0\u91cd\u8996\u8cc7\u6e90\u7684\u518d\u5229\u7528\u548c\u56de\u6536\uff0c\u5f9e\u800c\u4fc3\u9032\u6574\u500b\u793e\u6703\u8d70\u5411\u66f4\u52a0\u53ef\u6301\u7e8c\u7684\u65b9\u5411\u3002<\/p>\n

\u5728\u5168\u7403\u8303\u570d\u5167\uff0c\u6b50\u76dfEPR\u653f\u7b56\u7684\u51fa\u53f0\u4e5f\u5c07\u5c0d\u5176\u4ed6\u570b\u5bb6\u548c\u5730\u5340\u7522\u751f\u793a\u7bc4\u6548\u61c9\u3002\u4f5c\u70ba\u5168\u7403\u7d93\u6fdf\u9ad4\u7cfb\u4e2d\u7684\u91cd\u8981\u4e00\u74b0\uff0c\u6b50\u76df\u7684\u74b0\u4fdd\u653f\u7b56\u5c07\u5f15\u9818\u5168\u7403\u7da0\u8272\u767c\u5c55\u7684\u65b9\u5411\uff0c\u70ba\u5168\u7403\u74b0\u4fdd\u4e8b\u696d\u6ce8\u5165\u65b0\u7684\u6d3b\u529b\uff0c\u63a8\u52d5\u5168\u7403\u74b0\u4fdd\u4e8b\u696d\u53d6\u5f97\u66f4\u5927\u9032\u6b65\u3002<\/p>\n
